This is the Tower Hill outpost of Bodean's BBQ, a multi-location operation that trades in the burnt ends and low-and-slow craft of Kansas City. You'll find it on Byward Street, in the shadow of the Tower, doing what it does across its locations: proper barbecue, properly executed, in a place that knows what it is.
